The 2024 election cycle revealed something unexpected: artificial intelligence may be better at changing voters' minds than traditional campaign advertising. Recent research suggests we're entering uncharted territory in political communication, where conversations with AI systems can shift opinions more effectively than the billions spent on conventional ads.
The Persuasion Gap
For decades, political campaigns have relied on television ads, mailers, and digital advertising to sway voters. The effects, while measurable, have typically been modest. But new studies conducted during real election cycles in the United States, Canada, and Poland show that AI chatbots achieved something different. When voters engaged in conversations with AI systems designed to advocate for particular candidates, their opinions shifted noticeably—in some cases, by margins several times larger than traditional advertising.
What makes this particularly striking is the mechanism. Unlike a 30-second ad that viewers passively watch, chatbot interactions are dialogues. The Information Overload Strategy

This doesn't mean AI chatbots are inherently problematic for democracy. The same technology that can mislead could also be used to provide accurate, balanced information and help voters navigate complex issues. The question is one of design, incentives, and oversight.
As we move forward, several questions become urgent: How should AI companies ensure their systems provide accurate political information? Should there be disclosure requirements when AI is used for political persuasion? How can voters develop literacy around AI-generated political content? And fundamentally, what does informed consent look like in an era where personalized AI persuasion is possible at scale?
The 2024 election may be remembered not just for its outcomes, but as the moment when we realized that political persuasion had entered a new phase—one where the most effective campaign worker might not be human at all. How we respond to this reality will shape elections for years to come.
